Created a simple HTML project in `Assets/DOJ/index.html` that mirrors the blank justice.gov layout. It includes:
1.**Top information bar** (dark gray) with flag icon, "An official website of the United States government" text, "Here's how you know" link, and utility navigation links
2.**Main header** (dark blue) with DOJ seal placeholder, "U.S. Department of JUSTICE" title, and search bar with yellow search button
3.**Yellow separator bar** between header and navigation
4.**Primary navigation bar** (dark gray) with "About", "Our Work", "News", "Resources", "Grants", and "Employment" links (each with dropdown indicators)
5.**Blank white content area** below
The HTML uses embedded CSS to match the layout. Open `index.html` in a browser to view the blank version. The seal is a simple placeholder (scales emoji); you can replace it with an image if needed.
